OpenSSL DTLS Fragment Memory resource management

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

A vulnerability has been found in OpenSSL (Network Encryption Software) (the affected version unknown) and classified as problematic. This vulnerability affects an unknown part of the component DTLS Fragment Handler. The manipulation with an unknown input leads to a resource management vulnerability (Memory). The CWE definition for the vulnerability is CWE-399. As an impact it is known to affect availability.

The bug was discovered 08/25/2016. The weakness was published 08/25/2016 by Quan Luo as USN-3087-1 as confirmed git commit (GIT Repository). The advisory is shared for download at github.com. The public release has been coordinated with the vendor. This vulnerability was named CVE-2016-2179 since 01/29/2016. The exploitation appears to be easy. The attack can be initiated remotely. No form of authentication is required for a successful exploitation. There are neither technical details nor an exploit publicly available. The advisory points out:

DTLS can handle out of order record delivery. (...) The code assumes that we will eventually complete the reassembly and when that occurs the complete message is removed from the queue at the point that we need to use it. However, DTLS is also tolerant of packet loss. (...) So, in those two ways we can end up with "orphaned" data in the queue that will never get removed - except when the connection is closed. At that point all the queues are flushed.

The vulnerability scanner Nessus provides a plugin with the ID 95255 (AIX OpenSSL Advisory : openssl_advisory21.asc (SWEET32)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family AIX Local Security Checks and running in the context l. The commercial vulnerability scanner Qualys is able to test this issue with plugin 316384 (Cisco Unity Express OpenSSL Multiple Vulnerabilities (cisco-sa-20160927-openssl)).

Upgrading eliminates this vulnerability. Applying a patch is able to eliminate this problem. The bugfix is ready for download at github.com. The best possible mitigation is suggested to be upgrading to the latest version. A possible mitigation has been published before and not just after the disclosure of the vulnerability.

The vulnerability is also documented in the vulnerability database at Tenable (95255). Similar entries are available at 87879, 88080, 90396 and 90937.
