If named is configured to use Response Policy Zones (RPZ) an error processing some rule types can lead to a condition where BIND will endlessly loop while handling a query. Affects BIND 9.9.10, 9.10.5, 9.11.0->9.11.1, 9.9.10-S1, 9.10.5-S1.

The bug was discovered 06/14/2017. The weakness was presented 01/16/2019 (Website). It is possible to read the advisory at kb.isc.org. The identification of this vulnerability is CVE-2017-3140 since 12/02/2016. The attack may be initiated remotely. No form of authentication is needed for a successful exploitation. The technical details are unknown and an exploit is not publicly available. The attack technique deployed by this issue is T1499 according to MITRE ATT&CK.

The vulnerability was handled as a non-public zero-day exploit for at least 12 days. During that time the estimated underground price was around $5k-$25k. The vulnerability scanner Nessus provides a plugin with the ID 101620 (Fedora 26 : 32:bind (2017-43613b15ff)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Fedora Local Security Checks and running in the context l. The commercial vulnerability scanner Qualys is able to test this issue with plugin 15097 (ISC BIND RPZ Rules Processing vulnerability (AA-01495)).

Upgrading eliminates this vulnerability. A possible mitigation has been published even before and not after the disclosure of the vulnerability.
