The (1) IPv6 and (2) ATM ioctl request handlers in the kernel in FreeBSD 8.3 through 9.2-STABLE do not validate SIOCSIFADDR, SIOCSIFBRDADDR, SIOCSIFDSTADDR, and SIOCSIFNETMASK requests, which allows local users to perform link-layer actions, cause a denial of service (panic), or possibly gain privileges via a crafted application.

The weakness was disclosed 09/10/2013 by Loganaden Velvindron and Gleb Smirnoff as confirmed mailinglist post (Bugtraq). The advisory is shared at seclists.org. The public release has been coordinated in cooperation with the project team. This vulnerability is uniquely identified as CVE-2013-5691 since 09/03/2013. An attack has to be approached locally. A authentication is required for exploitation. Neither technical details nor an exploit are publicly available. MITRE ATT&CK project uses the attack technique T1068 for this issue.

The vulnerability scanner Nessus provides a plugin with the ID 70261 (FreeBSD : FreeBSD -- Insufficient credential checks in network ioctl(2) (4d87d357-202c-11e3-be06-000c29ee3065)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family FreeBSD Local Security Checks.

Upgrading to version 9.2-RC1-p2 eliminates this vulnerability. Applying a patch is able to eliminate this problem. The bugfix is ready for download at security.FreeBSD.org. The best possible mitigation is suggested to be upgrading to the latest version. A possible mitigation has been published immediately after the disclosure of the vulnerability.
