PHP up to 5.6.30/7.0.16/7.1.2 main/php_variables.c Variable resource consumption

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

A vulnerability classified as problematic has been found in PHP up to 5.6.30/7.0.16/7.1.2 (Programming Language Software). Affected is an unknown code block of the file main/php_variables.c. The manipulation as part of a Variable leads to a resource consumption vulnerability. CWE is classifying the issue as CWE-400. The product does not properly control the allocation and maintenance of a limited resource, thereby enabling an actor to influence the amount of resources consumed, eventually leading to the exhaustion of available resources. This is going to have an impact on availability. CVE summarizes:

In PHP before 5.6.31, 7.x before 7.0.17, and 7.1.x before 7.1.3, remote attackers could cause a CPU consumption denial of service attack by injecting long form variables, related to main/php_variables.c.

The bug was discovered 06/20/2017. The weakness was shared 07/10/2017 (oss-sec). The advisory is available at openwall.com. This vulnerability is traded as CVE-2017-11142 since 07/10/2017. It is possible to launch the attack remotely. The exploitation doesn't require any form of authentication. Technical details are known, but there is no available exploit. This vulnerability is assigned to T1499 by the MITRE ATT&CK project.

The vulnerability was handled as a non-public zero-day exploit for at least 16 days. During that time the estimated underground price was around $5k-$25k. The vulnerability scanner Nessus provides a plugin with the ID 101525 (PHP 5.6.x < 5.6.31 Multiple Vulnerabilities), which helps to determine the existence of the flaw in a target environment. It is assigned to the family CGI abuses and running in the context r. The commercial vulnerability scanner Qualys is able to test this issue with plugin 170323 (SUSE Enterprise Linux Security Update for php7 (SUSE-SU-2017:2303-1)).

Upgrading to version 5.6.31, 7.0.17 or 7.1.3 eliminates this vulnerability. A possible mitigation has been published even before and not after the disclosure of the vulnerability.

The vulnerability is also documented in the databases at Tenable (101525) and SecurityFocus (BID 99601†). The entries VDB-103375, VDB-103377, VDB-103378 and VDB-104793 are related to this item.
