The bug was discovered 07/11/2017. The weakness was presented 07/11/2017 with Tencent as KB4025342 as confirmed security update guide (Website). It is possible to read the advisory at portal.msrc.microsoft.com. This vulnerability is known as CVE-2017-8556 since 05/03/2017. The exploitation appears to be difficult. Attacking locally is a requirement. The requirement for exploitation is a single authentication. The technical details are unknown and an exploit is not publicly available. The attack technique deployed by this issue is T1068 according to MITRE ATT&CK. The advisory points out:
An elevation of privilege vulnerability exists in Windows when the Microsoft Graphics Component fails to properly handle objects in memory. An attacker who successfully exploited this vulnerability could run arbitrary code in kernel mode. An attacker could then install programs; view, change, or delete data; or create new accounts with full user rights.

It is assigned to the family Windows : Microsoft Bulletins and running in the context l. The commercial vulnerability scanner Qualys is able to test this issue with plugin 91499 (Microsoft Azure Stack 1809 Multiple Security Vulnerabilities).
Applying the patch KB4025342 is able to eliminate this problem. The bugfix is ready for download at catalog.update.microsoft.com. A possible mitigation has been published immediately after the disclosure of the vulnerability.
