The weakness was published 09/18/2013 by Vitaliy Toropov (TippingPoint) with TippingPoint's Zero Day Initiative as APPLE-SA-2013-09-18-2 iOS 7 as confirmed mailinglist post (Website) via Zero Day Initiative (ZDI). The advisory is shared for download at prod.lists.apple.com. The mailinglist post contains:

Multiple memory corruption issues existed in WebKit. These issues were addressed through improved memory handling.
This vulnerability was named CVE-2013-0997 since 01/10/2013. The exploitation appears to be difficult. The attack can be initiated remotely. No form of authentication is required for a successful exploitation. There are neither technical details nor an exploit publicly available. The current price for an exploit might be approx. USD $0-$5k (estimation calculated on 05/25/2021). It is expected to see the exploit prices for this product increasing in the near future.

The vulnerability scanner Nessus provides a plugin with the ID 70257 (Apple TV < 6.0 Multiple Vulnerabilities), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Misc.. The commercial vulnerability scanner Qualys is able to test this issue with plugin 121455 (Apple Safari 5.1.10 Not Installed (APPLE-SA-2013-06-04-2)).

Upgrading to version iOS 7.0 eliminates this vulnerability. A possible mitigation has been published even before and not after the disclosure of the vulnerability. Furthermore it is possible to detect and prevent this kind of attack with TippingPoint and the filter 12935.
