Affected by this issue is the function ivr_read_header of the file libavformat/rmdec.c. The manipulation with an unknown input leads to a resource management vulnerability. In libavformat/rmdec.c in FFmpeg 3.3.3, a DoS in ivr_read_header() due to lack of an EOF (End of File) check might cause huge CPU consumption. When a crafted IVR file, which claims a large "len" field in the header but does not contain sufficient backing data, is provided, the first type==4 loop would consume huge CPU resources, since there is no EOF check inside the loop.

The bug was discovered 08/25/2017. The weakness was disclosed 08/31/2017 by Security Team (GitHub Repository). The advisory is available at github.com. This vulnerability is handled as CVE-2017-14054 since 08/31/2017. The attack may be launched remotely. No form of authentication is required for exploitation. Successful exploitation requires user interaction by the victim. Technical details are known, but there is no available exploit.

The vulnerability was handled as a non-public zero-day exploit for at least 6 days. During that time the estimated underground price was around $0-$5k. The vulnerability scanner Nessus provides a plugin with the ID 103289 (openSUSE Security Update : ffmpeg / ffmpeg2 (openSUSE-2017-1067)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family SuSE Local Security Checks and running in the context l. The commercial vulnerability scanner Qualys is able to test this issue with plugin 170365 (OpenSUSE Security Update for ffmpeg, ffmpeg2 (openSUSE-SU-2017:2502-1)).

Upgrading eliminates this vulnerability. A possible mitigation has been published 3 weeks after the disclosure of the vulnerability.
