The weakness was disclosed 10/09/2013 as JSA10595 as not defined knowledge base article (Website). It is possible to read the advisory at kb.juniper.net. This vulnerability is known as CVE-2013-6014 since 10/04/2013. The exploitation appears to be easy. The attack can be launched remotely. The exploitation doesn't need any form of authentication. The technical details are unknown and an exploit is not publicly available. The attack technique deployed by this issue is T1592 according to MITRE ATT&CK. The advisory points out:
If Proxy ARP is enabled on an unnumbered interface, an attacker can poison the ARP cache and create a bogus forwarding table entry for an IP address, effectively creating a denial of service for that subscriber or interface.
The vulnerability scanner Nessus provides a plugin with the ID 70480 (Juniper Junos Unnumbered Interface Cache Poisoning Remote DoS and Information Disclosure (JSA10595)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Junos Local Security Checks. The commercial vulnerability scanner Qualys is able to test this issue with plugin 43341 (Juniper JUNOS ARP Cache Poisoning (JSA10595)).
Upgrading to version 13.2R1 eliminates this vulnerability. Applying a patch is able to eliminate this problem. The bugfix is ready for download at juniper.net. The best possible mitigation is suggested to be upgrading to the latest version. A possible mitigation has been published immediately after the disclosure of the vulnerability.
