The issue has been introduced in 06/18/2013. The weakness was shared 10/15/2013 with Oracle as Oracle Critical Patch Update Advisory - October 2013 as confirmed advisory (Website). The advisory is shared for download at oracle.com. This vulnerability is traded as CVE-2013-5838 since 09/18/2013. It is possible to launch the attack remotely. The exploitation doesn't require any form of authentication. Successful exploitation requires user interaction by the victim. There are neither technical details nor an exploit publicly available. The MITRE ATT&CK project declares the attack technique as T1059.007.
The vulnerability was handled as a non-public zero-day exploit for at least 119 days. During that time the estimated underground price was around $5k-$25k. The vulnerability scanner Nessus provides a plugin with the ID 70897 (Amazon Linux AMI : java-1.7.0-openjdk (ALAS-2013-235)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Amazon Linux Local Security Checks. The commercial vulnerability scanner Qualys is able to test this issue with plugin 350509 (Amazon Linux Security Advisory for java-1.7.0-openjdk: ALAS-2013-235).
Upgrading eliminates this vulnerability. A possible mitigation has been published immediately after the disclosure of the vulnerability.
