Successful exploitation requires user interaction by the victim. There are neither technical details nor an exploit publicly available. The advisory points out:

An out-of-bounds read was addressed with improved bounds checking.

The vulnerability was handled as a non-public zero-day exploit for at least 65 days. During that time the estimated underground price was around $5k-$25k. The commercial vulnerability scanner Qualys is able to test this issue with plugin 276813 (Fedora Security Update for curl (FEDORA-2017-f2df9d7772)).

Upgrading to version 10.13.1 eliminates this vulnerability. A possible mitigation has been published immediately after the disclosure of the vulnerability.
