The weakness was released 10/22/2013 by Aaron Sigel with vtty.com as APPLE-SA-2013-10-22-3 as confirmed mailinglist post (Apple Security Mailinglist). The advisory is shared at lists.apple.com. The mailinglist post contains:

This update modified the behavior of Console when clicking on a log entry with an attached URL. Rather than opening the URL, Console will now preview the URL with Quick Look.
The identification of this vulnerability is CVE-2013-5168 since 08/15/2013. An attack has to be approached locally. A simple authentication is required for exploitation. Neither technical details nor an exploit are publicly available.

The vulnerability scanner Nessus provides a plugin with the ID 70561 (Mac OS X 10.x < 10.9 Multiple Vulnerabilities (BEAST)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family MacOS X Local Security Checks.

Upgrading to version 10.9 eliminates this vulnerability. A possible mitigation has been published immediately after the disclosure of the vulnerability.
