The weakness was presented 10/22/2013 with CESG as APPLE-SA-2013-10-22-3 as confirmed mailinglist post (Apple Security Mailinglist). The advisory is shared at lists.apple.com. The mailinglist post contains:

An integer sign issue existed in the handling of tty reads. This issue was addressed through improved handling of tty reads.
The identification of this vulnerability is CVE-2013-5174 since 08/15/2013. An attack has to be approached locally. The successful exploitation requires a simple authentication. Neither technical details nor an exploit are publicly available.

The vulnerability scanner Nessus provides a plugin with the ID 70561 (Mac OS X 10.x < 10.9 Multiple Vulnerabilities (BEAST)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family MacOS X Local Security Checks.
