The weakness was presented 10/22/2013 as APPLE-SA-2013-10-22-3 as confirmed mailinglist post (Apple Security Mailinglist). The advisory is shared for download at lists.apple.com. The mailinglist post contains:

The rehash mechanism in outdated versions of Perl may be vulnerable to denial of service in scripts that use untrusted input as hash keys. The issue is addressed by updating to Perl 5.16.2.
This vulnerability is handled as CVE-2013-1667 since 02/13/2013. The attack may be launched remotely. No form of authentication is required for exploitation. There are neither technical details nor an exploit publicly available.

The vulnerability scanner Nessus provides a plugin with the ID 80726 (Oracle Solaris Third-Party Patch Update : perl-512 (cve_2013_1667_denial_of1)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Solaris Local Security Checks. The commercial vulnerability scanner Qualys is able to test this issue with plugin 350569 (Amazon Linux Security Advisory for perl: ALAS-2013-177).

Upgrading to version 10.9 eliminates this vulnerability. Applying a patch is able to eliminate this problem. The bugfix is ready for download at perl5.git.perl.org. The best possible mitigation is suggested to be upgrading to the latest version. A possible mitigation has been published immediately after the disclosure of the vulnerability.
