IBM WebSphere Portal 6.0 through 6.0.1.7, 6.1.0 through 6.1.0.6 CF27, 6.1.5 through 6.1.5.3 CF27, 7.0 through 7.0.0.2 CF25, and 8.0 through 8.0.0.1 CF08 allows remote attackers to read arbitrary files via a modified URL.

The weakness was disclosed 11/11/2013 by Drazen Popovic with INFIGO IS as Security Bulletin: IBM WebSphere Portal vulnerable to URL Manipulation CVE-2013-5454 PM99205 as confirmed advisory (Website). The advisory is shared at www-01.ibm.com. The public release has been coordinated in cooperation with IBM. The identification of this vulnerability is CVE-2013-5454 since 08/22/2013. The attack may be initiated remotely. No form of authentication is needed for a successful exploitation. Neither technical details nor an exploit are publicly available. MITRE ATT&CK project uses the attack technique T1592 for this issue.

The vulnerability scanner Nessus provides a plugin with the ID 73208 (IBM WebSphere Portal Unspecified URL Manipulation Arbitrary File Access (PM99205)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family CGI abuses.

Applying the patch PM99205 is able to eliminate this problem. The bugfix is ready for download at www-01.ibm.com. A possible mitigation has been published immediately after the disclosure of the vulnerability.
