Applying the patch Patchwork avcodec/jpeg2000dec: Check precno before using it in JPEG2000_PGOD_CPRL is able to eliminate this problem. The bugfix is ready for download at patches.libav.org. A possible mitigation has been published immediately after the disclosure of the vulnerability.
