The bug was discovered 04/10/2018. The weakness was shared 04/10/2018 as confirmed security update guide (Website). The advisory is available at portal.msrc.microsoft.com. This vulnerability was named CVE-2018-8116 since 03/14/2018. The exploitation appears to be difficult. Local access is required to approach this attack. A single authentication is needed for exploitation. Successful exploitation requires user interaction by the victim. The technical details are unknown and an exploit is not available. The advisory points out:

A denial of service vulnerability exists in the way that Windows handles objects in memory. An attacker who successfully exploited the vulnerability could cause a target system to stop responding. Note that the denial of service condition would not allow an attacker to execute code or to elevate user privileges. However, the denial of service condition could prevent authorized users from using system resources.
