It was discovered that rpm-ostree and rpm-ostree-client before 2017.3 fail to properly check GPG signatures on packages when doing layering. Packages with unsigned or badly signed content could fail to be rejected as expected. This issue is partially mitigated on RHEL Atomic Host, where certificate pinning is used by default.

The bug was discovered 03/02/2017. The weakness was released 07/27/2018 by Colin with Red Hat as not defined bug report (Bugzilla). The advisory is shared for download at bugzilla.redhat.com. This vulnerability is handled as CVE-2017-2623 since 11/30/2016. The attack may be launched remotely. No form of authentication is required for exploitation. Successful exploitation requires user interaction by the victim. There are neither technical details nor an exploit publicly available. The MITRE ATT&CK project declares the attack technique as T1587.003.

The vulnerability was handled as a non-public zero-day exploit for at least 18 days. During that time the estimated underground price was around $0-$5k. The vulnerability scanner Nessus provides a plugin with the ID 97867 (Fedora 24 : rpm-ostree (2017-788129b61c)), which helps to determine the existence of the flaw in a target environment.
