The advisory is shared for download at portal.msrc.microsoft.com. The public release has been coordinated with the vendor. This vulnerability was named CVE-2018-8463 since 03/14/2018. The attack can be initiated remotely. No form of authentication is required for a successful exploitation. Successful exploitation requires user interaction by the victim. Technical details are unknown but a public exploit is available. The MITRE ATT&CK project declares the attack technique as T1068. The advisory points out:

An elevation of privilege vulnerability exists in Microsoft Edge that could allow an attacker to escape from the AppContainer sandbox in the browser. An attacker who successfully exploited this vulnerability could gain elevated privileges and break out of the Edge AppContainer sandbox.
