An issue was discovered in Joomla! before 3.8.13. com_installer actions do not have sufficient CSRF hardening in the backend.
The bug was discovered 10/05/2018. The weakness was released 10/09/2018 by Paul (Website). The advisory is available at developer.joomla.org. This vulnerability was named CVE-2018-17858 since 10/01/2018. The attack can be initiated remotely. No form of authentication is required for a successful exploitation. Successful exploitation requires user interaction by the victim. The technical details are unknown and an exploit is not available.
The vulnerability scanner Nessus provides a plugin with the ID 118069 (Joomla! < 3.8.13 Multiple Vulnerabilities), which helps to determine the existence of the flaw in a target environment. It is assigned to the family CGI abuses and running in the context r. The commercial vulnerability scanner Qualys is able to test this issue with plugin 154020 (Joomla! Core com_installer CSRF Vulnerability [20181005]).
Upgrading to version 3.8.13 eliminates this vulnerability. A possible mitigation has been published before and not just after the disclosure of the vulnerability.
