If the attacker manages to create files in the directory used to collect log files in supportutils before version 3.1-5.7.1 (e.g. with CVE-2018-19638) he can kill arbitrary processes on the local machine.

The bug was discovered 03/15/2019. The weakness was released 03/05/2019 as Bug 1118463 as confirmed bug report (Bugzilla). The advisory is available at bugzilla.suse.com. This vulnerability was named CVE-2018-19640 since 11/28/2018. Local access is required to approach this attack. Required for exploitation is a single authentication. The technical details are unknown and an exploit is not available.

The commercial vulnerability scanner Qualys is able to test this issue with plugin 172133 (OpenSUSE Security Update for supportutils (openSUSE-SU-2019:0293-1)).

Upgrading to version 3.1-5.7.1 eliminates this vulnerability.
