When Eclipse Mosquitto version 1.0 to 1.5.5 (inclusive) is configured to use an ACL file, and that ACL file is empty, or contains only comments or blank lines, then Mosquitto will treat this as though no ACL file has been defined and use a default allow policy. The new behaviour is to have an empty ACL file mean that all access is denied, which is not a useful configuration but is not unexpected.

The bug was discovered 02/08/2019. The weakness was disclosed 03/27/2019 (Website). The advisory is shared for download at bugs.eclipse.org. This vulnerability is traded as CVE-2018-12550 since 06/18/2018. It is possible to launch the attack remotely. The exploitation doesn't require any form of authentication. There are neither technical details nor an exploit publicly available. The MITRE ATT&CK project declares the attack technique as T1068.

The vulnerability was handled as a non-public zero-day exploit for at least 47 days. During that time the estimated underground price was around $0-$5k. The commercial vulnerability scanner Qualys is able to test this issue with plugin 176583 (Debian Security Update for mosquitto (DSA 4388-1)).

There is no information about possible countermeasures known. It may be suggested to replace the affected object with an alternative product.
