The bug was discovered 04/09/2019. The weakness was presented 04/09/2019 with Qihoo 360 Vulcan Team as confirmed security update guide (Website). The advisory is shared for download at portal.msrc.microsoft.com. The public release was coordinated in cooperation with the vendor. This vulnerability was named CVE-2019-0786 since 11/26/2018. The attack needs to be approached locally. The successful exploitation requires a single authentication. There are neither technical details nor an exploit publicly available. The MITRE ATT&CK project declares the attack technique as T1068. The advisory points out:

An elevation of privilege vulnerability exists in the Microsoft Server Message Block (SMB) Server when an attacker with valid credentials attempts to open a specially crafted file over the SMB protocol on the same machine. An attacker who successfully exploited this vulnerability could bypass certain security checks in the operating system.

The commercial vulnerability scanner Qualys is able to test this issue with plugin 91522 (Microsoft Windows Security Update for April 2019).

Applying a patch is able to eliminate this problem. A possible mitigation has been published immediately after the disclosure of the vulnerability.
