Windows 95 and Windows 98 systems, when configured with multiple TCP/IP stacks bound to the same MAC address, allow remote attackers to cause a denial of service (traffic amplification) via a certain ICMP echo (ping) packet, which causes all stacks to send a ping response, aka TCP Chorusing.

The issue has been introduced in 08/24/1995. The weakness was disclosed 02/06/1999 by Dan Kaminsky as not defined posting (NTBugtraq). It is possible to read the advisory at marc.theaimsgroup.com. This vulnerability is uniquely identified as CVE-1999-1201. The exploitability is told to be easy. It is possible to initiate the attack remotely. No form of authentication is needed for exploitation. Technical details are unknown but an exploit is available.
