Chrony before 1.29.1 has traffic amplification in cmdmon protocol

The bug was discovered 01/31/2014. The weakness was published 11/15/2019 by Miroslav Lichvar with Red Hat. This vulnerability is known as CVE-2014-0021 since 12/03/2013.
