Cisco Prime Infrastructure REST API input validation

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

A vulnerability was found in Cisco Prime Infrastructure and Evolved Programmable Network Manager (Network Management Software) (the affected version unknown). It has been classified as very critical. This affects some unknown functionality of the component REST API. The manipulation with an unknown input leads to a privilege escalation vulnerability. CWE is classifying the issue as CWE-20. This is going to have an impact on confidentiality, integrity, and availability. The summary by CVE is:

A vulnerability in the REST API of Cisco Prime Infrastructure (PI) and Cisco Evolved Programmable Network Manager (EPNM) could allow an unauthenticated remote attacker to execute arbitrary code with root privileges on the underlying operating system. The vulnerability is due to insufficient input validation during the initial High Availability (HA) configuration and registration process of an affected device. An attacker could exploit this vulnerability by uploading a malicious file during the HA registration period. A successful exploit could allow the attacker to execute arbitrary code with root-level privileges on the underlying operating system. Note: This vulnerability can only be exploited during the HA registration period. See the Details section for more information.

The weakness was disclosed 11/26/2019 as cisco-sa-20191106-pi-epn-codex as confirmed advisory (Website). The advisory is shared at This vulnerability is uniquely identified as CVE-2019-15958 since 09/06/2019. It is possible to initiate the attack remotely. No form of authentication is needed for exploitation. Neither technical details nor an exploit are publicly available. The price for an exploit might be around USD $0-$5k at the moment (estimation calculated on 11/26/2019).

Upgrading eliminates this vulnerability.
