The issue has been introduced in 08/24/1995. The weakness was presented 08/16/1999 as MS99-033 as confirmed bulletin (Technet). The advisory is available at microsoft.com. This vulnerability is traded as CVE-1999-0749. The exploitability is told to be difficult. It is possible to launch the attack remotely. The exploitation doesn't require any form of authentication. Technical details are unknown but a public exploit is available.

A public exploit has been developed in ANSI C. The exploit is shared for download at securityfocus.com. It is declared as proof-of-concept. The vulnerability was handled as a non-public zero-day exploit for at least 1453 days. During that time the estimated underground price was around $25k-$100k.

Upgrading to version ME, 2000 or XP eliminates this vulnerability. Applying the patch MS99-033 is able to eliminate this problem. The bugfix is ready for download at microsoft.com. The best possible mitigation is suggested to be upgrading to the latest version.
