Apache Tomcat up to 9.0.30 Header Transfer-Encoding request smuggling

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

A vulnerability classified as critical was found in Apache Tomcat up to 9.0.30 (Application Server Software). This vulnerability affects an unknown part of the component Header Handler. The manipulation of the argument Transfer-Encoding as part of a HTTP Request leads to a request smuggling vulnerability. The CWE definition for the vulnerability is CWE-444. The product acts as an intermediary HTTP agent (such as a proxy or firewall) in the data flow between two entities such as a client and server, but it does not interpret malformed HTTP requests or responses in ways that are consistent with how the messages will be processed by those entities that are at the ultimate destination. As an impact it is known to affect confidentiality, integrity, and availability. CVE summarizes:

The refactoring present in Apache Tomcat 9.0.28 to 9.0.30, 8.5.48 to 8.5.50 and 7.0.98 to 7.0.99 introduced a regression. The result of the regression was that invalid Transfer-Encoding headers were incorrectly processed leading to a possibility of HTTP Request Smuggling if Tomcat was located behind a reverse proxy that incorrectly handled the invalid Transfer-Encoding header in a particular manner. Such a reverse proxy is considered unlikely.

The weakness was shared 02/24/2020 (Website). The advisory is available at lists.apache.org. This vulnerability was named CVE-2019-17569 since 10/14/2019. The attack can be initiated remotely. No form of authentication is required for a successful exploitation. Technical details are known, but there is no available exploit. The structure of the vulnerability defines a possible price range of USD $5k-$25k at the moment (estimation calculated on 02/25/2020).

There is no information about possible countermeasures known. It may be suggested to replace the affected object with an alternative product.
