The product attempts to access a file based on the filename, but it does not properly prevent that filename from identifying a link or shortcut that resolves to an unintended resource. Impacted is confidentiality, integrity, and availability. The summary by CVE is:

Internet Explorer 5.01 and earlier allows a remote attacker to create a reference to a client window and use a server-side redirect to access local files via that window, aka "Server-side Page Reference Redirect."

The issue has been introduced in 11/18/1997. The weakness was disclosed 12/08/1999 as MS99-050 as confirmed bulletin (Technet). It is possible to read the advisory at microsoft.com. The identification of this vulnerability is CVE-1999-0981. The attack may be initiated remotely. No form of authentication is needed for a successful exploitation. It demands that the victim is doing some kind of user interaction. The technical details are unknown and an exploit is not publicly available.

The vulnerability was handled as a non-public zero-day exploit for at least 750 days. During that time the estimated underground price was around $25k-$100k.

Applying the patch MS99-050 is able to eliminate this problem. The bugfix is ready for download at microsoft.com.
