Tcpip.sys in Windows NT 4.0 before SP4 allows remote attackers to cause a denial of service via an ICMP Subnet Mask Address Request packet, when certain multiple IP addresses are bound to the same network interface.

The weakness was disclosed 12/31/1999 as not defined knowledge base article (Website). The advisory is available at support.microsoft.com. This vulnerability was named CVE-1999-1157. The exploitation appears to be easy. The attack can be initiated remotely. No form of authentication is required for a successful exploitation. The technical details are unknown and an exploit is not available.

Upgrading to version NT 4.0 SP4 eliminates this vulnerability. Applying a patch is able to eliminate this problem. The best possible mitigation is suggested to be patching the affected component.
