FreeBSD 4.1.1 and earlier, and possibly other BSD-based OSes, uses an insufficient random number generator to generate initial TCP sequence numbers (ISN), which allows remote attackers to spoof TCP connections.

The weakness was disclosed 12/19/2000 by FIRST (Website). It is possible to read the advisory at ftp.freebsd.org. The identification of this vulnerability is CVE-2000-0916. The exploitation is known to be easy. The attack may be initiated remotely. No form of authentication is needed for a successful exploitation. Technical details are unknown but an exploit is available.

The vulnerability scanner Nessus provides a plugin with the ID 10443 (TCP/IP Predictable ISN (Initial Sequence Number) Generation Weakness), which helps to determine the existence of the flaw in a target environment. The commercial vulnerability scanner Qualys is able to test this issue with plugin 82005 (Predictable TCP Initial Sequence Numbers Vulnerability).
