Cisco IOS 12.0 through 12.4 and IOS XR before 3.2, with IPv6 enabled, allows remote attackers on a local network segment to cause a denial of service (device reload) and possibly execute arbitrary code via a crafted IPv6 packet.

The bug was discovered 07/27/2005. The weakness was published 07/29/2005 by Michael Lynn with Cisco (Website). The advisory is available at cisco.com. This vulnerability is handled as CVE-2005-2451 since 08/03/2005. The attack may be launched remotely. No form of authentication is required for exploitation. The technical details are unknown and an exploit is not available. This vulnerability is assigned to T1499 by the MITRE ATT&CK project.

The vulnerability was handled as a non-public zero-day exploit for at least 2 days. During that time the estimated underground price was around $5k-$25k. The vulnerability scanner Nessus provides a plugin with the ID 19771 (Cisco IOS IPv6 Packet Processing Arbitrary Code Execution (CSCef68324)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family CISCO, running in the context l and relying on port 161.

Upgrading to version IPv6 eliminates this vulnerability. Applying a patch is able to eliminate this problem. The bugfix is ready for download at cisco.com. The best possible mitigation is suggested to be upgrading to the latest version. A possible mitigation has been published immediately after the disclosure of the vulnerability.
