A vulnerability, which was classified as critical, has been found in Microsoft IIS 4.0 (Web Server). This issue affects an unknown part of the file /iisadmpwd of the component Change Password. IIS 4.0 allows local users to bypass the "User cannot change password" policy for Windows NT by directly calling .htr password changing programs in the /iisadmpwd directory, including (1) aexp2.htr, (2) aexp2b.htr, (3) aexp3.htr , or (4) aexp4.htr.
The weakness was disclosed 08/12/2002 by FraMe as not defined posting (Bugtraq). The advisory is shared at online.securityfocus.com. The identification of this vulnerability is CVE-2002-0421. The exploitation is known to be easy. The attack may be initiated remotely. No form of authentication is needed for a successful exploitation. Technical details are known, but no exploit is available. The price for an exploit might be around USD $0-$5k at the moment (estimation calculated on 05/16/2019). MITRE ATT&CK project uses the attack technique T1068 for this issue.
The vulnerability scanner Nessus provides a plugin with the ID 10371 (Microsoft IIS /iisadmpwd/aexp2.htr Password Policy Bypass), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Web Servers and running in the context r. The commercial vulnerability scanner Qualys is able to test this issue with plugin 10097 (Microsoft IIS iisadmpwd .htr Scripts Vulnerability).
