Cisco IOS 11.0/11.1/11.3/12.0 ICMP Redirect Packet memory allocation

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

A vulnerability has been found in Cisco IOS 11.0/11.1/11.3/12.0 (Router Operating System) and classified as critical. Affected by this vulnerability is an unknown function of the component ICMP Redirect Packet Handler. The manipulation with an unknown input leads to a memory allocation vulnerability. The CWE definition for the vulnerability is CWE-789. The product allocates memory based on an untrusted, large size value, but it does not ensure that the size is within expected limits, allowing arbitrary amounts of memory to be allocated. As an impact it is known to affect availability. The summary by CVE is:

Cisco IOS 11.2.x and 12.0.x does not limit the size of its redirect table, which allows remote attackers to cause a denial of service (memory consumption) via spoofed ICMP redirect packets to the router.

The weakness was disclosed 12/31/2002 with Phenoelit (Website). The advisory is shared at online.securityfocus.com. This vulnerability is known as CVE-2002-2315 since 10/26/2007. The exploitation appears to be easy. The attack can be launched remotely. The exploitation doesn't need any form of authentication. Technical details are unknown but a public exploit is available.

It is possible to download the exploit at exploit-db.com. It is declared as proof-of-concept. We expect the 0-day to have been worth approximately $5k-$25k. The vulnerability scanner Nessus provides a plugin with the ID 17794 (Cisco IOS ICMP Redirect Denial of Service), which helps to determine the existence of the flaw in a target environment. It is assigned to the family CISCO and running in the context l.

Proper firewalling of is able to address this issue. A possible mitigation has been published before and not just after the disclosure of the vulnerability.

The vulnerability is also documented in the databases at X-Force (9129), Exploit-DB (21465), Tenable (17794), SecurityFocus (BID 4786†) and Vulnerability Center (SBV-6115†). The entries VDB-212790, VDB-215802, VDB-215917 and VDB-215922 are pretty similar.
