The manipulation of the argument topic with an unknown input leads to a cross site scripting vulnerability. The CWE definition for the vulnerability is CWE-80. The product receives input from an upstream component, but it does not neutralize or incorrectly neutralizes special characters such as "<", ">", and "&" that could be interpreted as web-scripting elements when they are sent to a downstream component that processes web pages. Cross-site scripting (XSS) vulnerability in Help and Support Center for Microsoft Windows Me allows remote attackers to execute arbitrary script in the Local Computer security context via an hcp:// URL with the malicious script in the topic parameter.

The bug was discovered 02/26/2003. The weakness was disclosed 02/26/2003 by Warning and Fozzy as confirmed advisory (CERT.org). The advisory is available at kb.cert.org. This vulnerability was named CVE-2003-0009. The attack can be initiated remotely. No form of authentication is required for a successful exploitation. Successful exploitation requires user interaction by the victim. Technical details and also a public exploit are known. This vulnerability is assigned to T1059.007 by the MITRE ATT&CK project.

A public exploit has been developed in ANSI C and been published immediately after the advisory. It is possible to download the exploit at securityfocus.com. It is declared as proof-of-concept. As 0-day the estimated underground price was around $25k-$100k.
