A vulnerability has been found in Action ToolKit up to 1.9.0 and classified as critical. Affected by this vulnerability is the function core.exportVariable
of the component Environment Variable Handler. The manipulation with an unknown input leads to a command injection vulnerability. The CWE definition for the vulnerability is CWE-77. The GitHub Actions ToolKit provides a set of packages to make creating actions easier. The `core.exportVariable` function uses a well known delimiter that attackers can use to break out of that specific variable and assign values to other arbitrary variables. Workflows that write untrusted values to the `GITHUB_ENV` file may cause the path or other environment variables to be modified without the intention of the workflow or action author. Users should upgrade to `@actions/core v1.9.1`. If you are unable to upgrade the `@actions/core` package, you can modify your action to ensure that any user input does not contain the delimiter `_GitHubActionsFileCommandDelimeter_` before calling `core.exportVariable`.

Technical details of the vulnerability are known, but there is no available exploit. The attack technique deployed by this issue is T1202 according to MITRE ATT&CK.
Upgrading to version 1.9.1 eliminates this vulnerability. Applying the patch 4beda9cbc00ba6eefe387a937c21087ccb8ee9df is able to eliminate this problem. The bugfix is ready for download at github.com. The best possible mitigation is suggested to be upgrading to the latest version.
