PHP up to 5.0 strip_tags cross site scripting

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

A vulnerability classified as critical has been found in PHP (Programming Language Software). Affected is the function strip_tags. The manipulation with an unknown input leads to a cross site scripting vulnerability. CWE is classifying the issue as CWE-80. The product receives input from an upstream component, but it does not neutralize or incorrectly neutralizes special characters such as "<", ">", and "&" that could be interpreted as web-scripting elements when they are sent to a downstream component that processes web pages. This is going to have an impact on integrity. CVE summarizes:

The strip_tags function in PHP 4.x up to 4.3.7, and 5.x up to 5.0.0RC3, does not filter null (\0) characters within tag names when restricting input to allowed tags, which allows dangerous tags to be processed by web browsers such as Internet Explorer and Safari, which ignore null characters and facilitate the exploitation of cross-site scripting (XSS) vulnerabilities.

The weakness was disclosed 07/27/2004 by Stefan Esser with eMatters (Website). The advisory is available at securityfocus.com. This vulnerability is traded as CVE-2004-0595 since 06/23/2004. It is possible to launch the attack remotely. The exploitation doesn't require any form of authentication. Successful exploitation requires user interaction by the victim. Technical details are known, but there is no available exploit. This vulnerability is assigned to T1059.007 by the MITRE ATT&CK project.

The vulnerability scanner Nessus provides a plugin with the ID 19159 (FreeBSD : php -- strip_tags XSS vulnerability (edf61c61-0f07-11d9-8393-000103ccf9d6)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family FreeBSD Local Security Checks and running in the context l. The commercial vulnerability scanner Qualys is able to test this issue with plugin 12088 (PHP Strip_Tags() Function Bypass and Heap Overflow Vulnerability).

Upgrading eliminates this vulnerability. A possible mitigation has been published 3 months after the disclosure of the vulnerability.

The vulnerability is also documented in the databases at X-Force (16692) and Tenable (19159). The entry 21941 is pretty similar.
