Tor prior 0.2.4.26/0.2.5.11 Packets denial of service

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

A vulnerability has been found in Tor (Network Encryption Software) and classified as problematic. Affected by this vulnerability is an unknown function of the component Packets Handler. The manipulation with an unknown input leads to a denial of service vulnerability. The CWE definition for the vulnerability is CWE-404. The product does not release or incorrectly releases a resource before it is made available for re-use. As an impact it is known to affect availability. The summary by CVE is:

Tor before 0.2.4.26 and 0.2.5.x before 0.2.5.11 does not properly handle pending-connection resolve states during periods of high DNS load, which allows remote attackers to cause a denial of service (assertion failure and daemon exit) via crafted packets.

The weakness was released 04/22/2023 as 14129. The advisory is shared at trac.torproject.org. This vulnerability is known as CVE-2015-2689 since 03/24/2015. The exploitation appears to be easy. The attack can be launched remotely. The exploitation doesn't need any form of authentication. Neither technical details nor an exploit are publicly available. MITRE ATT&CK project uses the attack technique T1499 for this issue.

The commercial vulnerability scanner Qualys is able to test this issue with plugin 167701 (OpenSuSE Security Update for tor (openSUSE-SU-2015:0600-1)).

Upgrading to version 0.2.4.26 or 0.2.5.11 eliminates this vulnerability.
