The manipulation with an unknown input leads to a denial of service vulnerability. Using CWE to declare the problem leads to CWE-404. The original design of TCP does not check that the TCP sequence number in an ICMP error message is within the range of sequence numbers for data that has been sent but not acknowledged (aka "TCP sequence number checking"), which makes it easier for attackers to forge ICMP error messages for specific TCP connections and cause a denial of service, as demonstrated using (1) blind connection-reset attacks with forged "Destination Unreachable" messages, (2) blind throughput-reduction attacks with forged "Source Quench" messages, or (3) blind throughput-reduction attacks with forged ICMP messages that cause the Path MTU to be reduced. NOTE: CVE-2004-0790, CVE-2004-0791, and CVE-2004-1060 have been SPLIT based on different attacks; CVE-2005-0065, CVE-2005-0066, CVE-2005-0067, and CVE-2005-0068 are related identifiers that are SPLIT based on the underlying vulnerability. While CVE normally SPLITs based on vulnerability, the attack-based identifiers exist due to the variety and number of affected implementations and solutions that address the attacks instead of the underlying vulnerabilities.

The weakness was presented 05/02/2005 by Fernando Gont (Website). The advisory is shared at gont.com.ar. The identification of this vulnerability is CVE-2005-0065 since 01/13/2005. The exploitation is known to be easy. The attack may be initiated remotely. No form of authentication is needed for a successful exploitation. Technical details are unknown but a public exploit is available.

A public exploit has been developed in ANSI C. The exploit is available at securityfocus.com. It is declared as proof-of-concept. The vulnerability scanner Nessus provides a plugin with the ID 48985 (Crafted ICMP Messages Can Cause Denial of Service - Cisco Systems), which helps to determine the existence of the flaw in a target environment. It is assigned to the family CISCO. The commercial vulnerability scanner Qualys is able to test this issue with plugin 43278 (Cisco IOS Crafted ICMP Messages Denial of Service Vulnerability (cisco-sa-20050412-icmp)).

There is no information about possible countermeasures known. It may be suggested to replace the affected object with an alternative product.
