Mantis up to 0.19.3 File Upload bug_file_add.php max_file_size cross site scripting

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

A vulnerability classified as problematic has been found in Mantis up to 0.19.3 (Bug Tracking Software). This affects an unknown part of the file bug_file_add.php of the component File Upload. The manipulation of the argument max_file_size with an unknown input leads to a cross site scripting vulnerability. CWE is classifying the issue as CWE-80. The product receives input from an upstream component, but it does not neutralize or incorrectly neutralizes special characters such as "<", ">", and "&" that could be interpreted as web-scripting elements when they are sent to a downstream component that processes web pages. This is going to have an impact on confidentiality, integrity, and availability. The summary by CVE is:

Mantis before 0.19.4 allows remote attackers to bypass the file upload size restriction by modifying the max_file_size parameter to (1) bug_file_add.php, (2) bug_report.php, (3) bug_report_advanced_page.php, and (4) proj_doc_add_page.php.

The bug was discovered 11/04/2005. The weakness was published 12/23/2005 by Tobias Klein with trapkit.de (Website). The advisory is shared at trapkit.de. This vulnerability is uniquely identified as CVE-2005-4518 since 12/28/2005. The exploitability is told to be easy. It is possible to initiate the attack remotely. No form of authentication is needed for exploitation. It demands that the victim is doing some kind of user interaction. Technical details and a exploit are known. MITRE ATT&CK project uses the attack technique T1059.007 for this issue.

After even before and not, there has been an exploit disclosed. It is declared as proof-of-concept. The vulnerability was handled as a non-public zero-day exploit for at least 48 days. During that time the estimated underground price was around $0-$5k. By approaching the search of inurl:bug_file_add.php it is possible to find vulnerable targets with Google Hacking. The vulnerability scanner Nessus provides a plugin with the ID 20353 (GLSA-200512-12 : Mantis: Multiple vulnerabilities), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Gentoo Local Security Checks and running in the context l.

Upgrading to version 0.19.4 eliminates this vulnerability. A possible mitigation has been published even before and not after the disclosure of the vulnerability.

The vulnerability is also documented in the databases at X-Force (25007) and Tenable (20353). Similar entries are available at 27771, 27770, 27769 and 27768.
