The weakness was disclosed 03/29/2006 by Aliaksandr Hartsuyeu (Website). The advisory is available at securityfocus.com. This vulnerability is traded as CVE-2006-1560 since 03/31/2006. The exploitability is told to be easy. It is possible to launch the attack remotely. The exploitation doesn't require any form of authentication. Technical details are known, but there is no available exploit. This vulnerability is assigned to T1505 by the MITRE ATT&CK project.
It is declared as proof-of-concept. By approaching the search of inurl:browse.php it is possible to find vulnerable targets with Google Hacking.
