Joomla! before 1.5.4 does not configure .htaccess to apply certain security checks that "block common exploits" to SEF URLs, which has unknown impact and remote attack vectors.

The weakness was released 07/18/2008 (oss-sec). The advisory is shared at openwall.com. The identification of this vulnerability is CVE-2008-3228 since 07/18/2008. The exploitation is known to be easy. The attack may be initiated remotely. No form of authentication is needed for a successful exploitation.
