Internet Explorer 5.01 through 6 SP1 allows remote attackers to spoof the domain of a URL via a "%01" character before an @ sign in the user@domain portion of the URL, which hides the rest of the URL, including the real site, in the address bar, aka the "Improper URL Canonicalization Vulnerability."

The issue has been introduced in 03/22/2001. The weakness was presented 12/09/2003 by Zap The Dingbat as not defined posting (Bugtraq). The advisory is available at securityfocus.com. This vulnerability is traded as CVE-2003-1025 since 01/06/2004. It is possible to launch the attack remotely. The exploitation doesn't require any form of authentication. Successful exploitation requires user interaction by the victim. Technical details and a public exploit are known.

The exploit is shared for download at zapthedingbat.com. It is declared as proof-of-concept. The vulnerability was handled as a non-public zero-day exploit for at least 992 days. During that time the estimated underground price was around $25k-$100k. The commercial vulnerability scanner Qualys is able to test this issue with plugin 100004 (Microsoft Internet Explorer Cumulative Security Update Not Installed (MS04-004)).

Applying a patch is able to eliminate this problem. The bugfix is ready for download at windowsupdate.microsoft.com. The problem might be mitigated by replacing the product with as an alternative. The best possible mitigation is suggested to be establishing an alternative product.
