Apache Struts up to 2.2.3 CookieInterceptor access control

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

This is going to have an impact on confidentiality, integrity, and availability. CVE summarizes:

The CookieInterceptor component in Apache Struts before 2.3.1.1 does not use the parameter-name whitelist, which allows remote attackers to execute arbitrary commands via a crafted HTTP Cookie header that triggers Java code execution through a static method.

The weakness was disclosed 01/03/2012 by Phil (Website). The advisory is shared for download at struts.apache.org. The public release has been coordinated in cooperation with the vendor. This vulnerability is traded as CVE-2012-0392 since 01/08/2012. It is possible to launch the attack remotely. The exploitation doesn't require any form of authentication. Technical details are unknown but a public exploit is available. The MITRE ATT&CK project declares the attack technique as T1068.

A public exploit has been developed by SEC Consult and been published 3 days after the advisory. The exploit is shared for download at exploit-db.com. It is declared as proof-of-concept. As 0-day the estimated underground price was around $5k-$25k. The vulnerability scanner Nessus provides a plugin with the ID 57691 (Apache Struts 2 Multiple Remote Code Execution and File Overwrite Vulnerabilities (safe check)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family CGI abuses. The commercial vulnerability scanner Qualys is able to test this issue with plugin 12542 (Apache Struts2 Multiple Vulnerabilities (S2-008)).

Upgrading to version 2.3.1.1 eliminates this vulnerability. A possible mitigation has been published immediately after the disclosure of the vulnerability. Furthermore it is possible to detect and prevent this kind of attack with TippingPoint and the filter 12090.

The vulnerability is also documented in the databases at X-Force (72088), Tenable (57691) and Exploit-DB (18329). The entries 4513, 4527, 4528 and 12291 are pretty similar.
