Mozilla Bugzilla 3.0.7/3.2.1/3.3.2 mod_perl srand cross-site request forgery

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

A vulnerability classified as critical was found in Mozilla Bugzilla 3.0.7/3.2.1/3.3.2 (Bug Tracking Software). Affected by this vulnerability is the function srand of the component mod_perl. The manipulation with an unknown input leads to a cross-site request forgery vulnerability. The CWE definition for the vulnerability is CWE-352. The web application does not, or can not, sufficiently verify whether a well-formed, valid, consistent request was intentionally provided by the user who submitted the request. As an impact it is known to affect confidentiality, integrity, and availability. The summary by CVE is:

Bugzilla 3.2.1, 3.0.7, and 3.3.2, when running under mod_perl, calls the srand function at startup time, which causes Apache children to have the same seed and produce insufficiently random numbers for random tokens, which allows remote attackers to bypass cross-site request forgery (CSRF) protection mechanisms and conduct unauthorized activities as other users.

The bug was discovered 02/02/2009. The weakness was disclosed 02/09/2009 by Max Kanat-Alexander (Website). It is possible to read the advisory at redhat.com. This vulnerability is known as CVE-2009-0486 since 02/09/2009. The exploitation appears to be easy. The attack can be launched remotely. The exploitation doesn't need any form of authentication. It demands that the victim is doing some kind of user interaction. Technical details of the vulnerability are known, but there is no available exploit.

The vulnerability was handled as a non-public zero-day exploit for at least 7 days. During that time the estimated underground price was around $5k-$25k. The vulnerability scanner Nessus provides a plugin with the ID 38079 (Fedora 10 : bugzilla-3.2.2-2.fc10 (2009-2417)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Fedora Local Security Checks and running in the context l. The commercial vulnerability scanner Qualys is able to test this issue with plugin 116301 (Fedora Update for Bugzilla (FEDORA-2009-2418,FEDORA-2009-2417)).

Upgrading eliminates this vulnerability. A possible mitigation has been published 4 weeks after the disclosure of the vulnerability.

The vulnerability is also documented in the databases at X-Force (48454) and Tenable (38079). The entries 46388, 46386, 46385 and 46384 are pretty similar.
