The bug was discovered 06/09/2009. The weakness was shared 06/09/2009 by Bing Liu with Fortinet (Website). The advisory is shared for download at us-cert.gov. This vulnerability was named CVE-2009-0557 since 02/12/2009. The attack can be initiated remotely. No form of authentication is required for a successful exploitation. There are neither technical details nor an exploit publicly available. The MITRE ATT&CK project declares the attack technique as T1059.

It is assigned to the family MacOS X Local Security Checks and running in the context l. The commercial vulnerability scanner Qualys is able to test this issue with plugin 110100 (Microsoft Excel Remote Code Execution Vulnerability (MS09-021)). This issue was added on 06/08/2022 to the CISA Known Exploited Vulnerabilities Catalog with a due date of 06/22/2022:

Applying a patch is able to eliminate this problem. A possible mitigation has been published before and not just after the disclosure of the vulnerability. Furthermore it is possible to detect and prevent this kind of attack with TippingPoint and the filter 8212.
