Microsoft Windows 2000 llssrv.exe memory corruption

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

The manipulation with an unknown input leads to a memory corruption vulnerability. Using CWE to declare the problem leads to CWE-119. The product performs operations on a memory buffer, but it can read from or write to a memory location that is outside of the intended boundary of the buffer. Impacted is confidentiality, integrity, and availability. CVE summarizes:

The License Logging Server (llssrv.exe) in Microsoft Windows 2000 SP4 allows remote attackers to execute arbitrary code via an RPC message containing a string without a null terminator, which triggers a heap-based buffer overflow in the LlsrLicenseRequestW method, aka "License Logging Server Heap Overflow Vulnerability."

The issue has been introduced in 02/17/2000. The weakness was released 11/11/2009 by Cody Pierce with Zero Day Initiative (Website). The advisory is available at us-cert.gov. This vulnerability is handled as CVE-2009-2523 since 07/17/2009. The exploitation is known to be easy. The attack may be launched remotely. No form of authentication is required for exploitation. Technical details are known, but there is no available exploit. The structure of the vulnerability defines a possible price range of USD $5k-$25k at the moment (estimation calculated on 09/18/2018).

The vulnerability was handled as a non-public zero-day exploit for at least 3554 days. During that time the estimated underground price was around $100k and more. The vulnerability scanner Nessus provides a plugin with the ID 42443 (MS09-064: Vulnerability in the License Logging Service (974783) (uncredentialed check)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Windows and running in the context l.

Upgrading eliminates this vulnerability. A possible mitigation has been published even before and not after the disclosure of the vulnerability. Furthermore it is possible to detect and prevent this kind of attack with TippingPoint and the filter 9229.

The vulnerability is also documented in the databases at X-Force (53981) and Tenable (42443). Entries connected to this vulnerability are available at 50794, 50793, 50792 and 50791.
