The Windows installer for Apache Tomcat 6.0.0 through 6.0.20, 5.5.0 through 5.5.28, and possibly earlier versions uses a blank default password for the administrative user, which allows remote attackers to gain privileges.

The weakness was disclosed 11/12/2009 (Website). The advisory is available at tomcat.apache.org. This vulnerability is traded as CVE-2009-3548. The exploitability is told to be easy. It is possible to launch the attack remotely. The exploitation doesn't require any form of authentication. The technical details are unknown and an exploit is not available. This vulnerability is assigned to T1552 by the MITRE ATT&CK project.
