PEAR 1.1.14 Mail::Send from code injection

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

A vulnerability was found in PEAR 1.1.14. It has been classified as critical. This affects the function Mail::Send. The manipulation of the argument from with an unknown input leads to a code injection vulnerability. CWE is classifying the issue as CWE-94. The software constructs all or part of a code segment using externally-influenced input from an upstream component, but it does not neutralize or incorrectly neutralizes special elements that could modify the syntax or behavior of the intended code segment. This is going to have an impact on confidentiality, integrity, and availability. The summary by CVE is:

Argument injection vulnerability in the sendmail implementation of the Mail::Send method (Mail/sendmail.php) in the Mail package 1.1.14 for PEAR allows remote attackers to read and write arbitrary files via a crafted $from parameter, a different vector than CVE-2009-4111.

The weakness was disclosed 11/29/2009 (Website). The advisory is shared at This vulnerability is uniquely identified as CVE-2009-4023. The exploitability is told to be easy. It is possible to initiate the attack remotely. No form of authentication is needed for exploitation. Technical details are known, but no exploit is available. MITRE ATT&CK project uses the attack technique T1059 for this issue.

The vulnerability scanner Nessus provides a plugin with the ID 42939 (Fedora 12 : php-pear-Mail-1.1.14-5.fc12 (2009-12395)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Fedora Local Security Checks. The commercial vulnerability scanner Qualys is able to test this issue with plugin 165196 (SUSE Security Update for Multiple Packages (SUSE-SR:2010:020)).

There is no information about possible countermeasures known. It may be suggested to replace the affected object with an alternative product.

The vulnerability is also documented in the databases at X-Force (54362), Vulnerability Center (SBV-24279) and Tenable (42939). The entries 4148, 50944, 55335 and 54942 are pretty similar.
