Microsoft Outlook 2002/XP mailto cross site scripting

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

A vulnerability, which was classified as critical, has been found in Microsoft Outlook 2002/XP (Groupware Software). This issue affects an unknown code block of the component mailto Handler. The manipulation with the input value " leads to a cross site scripting vulnerability. Using CWE to declare the problem leads to CWE-80. The product receives input from an upstream component, but it does not neutralize or incorrectly neutralizes special characters such as "<", ">", and "&" that could be interpreted as web-scripting elements when they are sent to a downstream component that processes web pages. Impacted is confidentiality, integrity, and availability. The summary by CVE is:

Argument injection vulnerability in Microsoft Outlook 2002 does not sufficiently filter parameters of mailto: URLs when using them as arguments when calling OUTLOOK.EXE, which allows remote attackers to use script code in the Local Machine zone and execute arbitrary programs.

The weakness was released 03/09/2004 by Jouko Pynnönen with iDefense as MS04-009 (Website). It is possible to read the advisory at idefense.com. The public release was coordinated with Microsoft. The identification of this vulnerability is CVE-2004-0121. The attack may be initiated remotely. No form of authentication is needed for a successful exploitation. It demands that the victim is doing some kind of user interaction. Technical details as well as a public exploit are known. The attack technique deployed by this issue is T1059.007 according to MITRE ATT&CK.

The exploit is available at cvsweb.nessus.org. It is declared as proof-of-concept. The vulnerability scanner Nessus provides a plugin with the ID 12092 (MS04-009: Vulnerability in Outlook could allow code execution (828040)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Windows : Microsoft Bulletins and running in the context l.

Applying a patch is able to eliminate this problem. The bugfix is ready for download at microsoft.com. A possible mitigation has been published before and not just after the disclosure of the vulnerability. Furthermore it is possible to detect and prevent this kind of attack with TippingPoint and the filter 2706.

The vulnerability is also documented in the databases at X-Force (15429) and Tenable (12092). microsoft.com is providing further details.
