The utf8_decode function in PHP before 5.3.4 does not properly handle non-shortest form UTF-8 encoding and ill-formed subsequences in UTF-8 data, which makes it easier for remote attackers to bypass cross-site scripting (XSS) and SQL injection protection mechanisms via a crafted string.

The weakness was disclosed 11/12/2010 (Website). It is possible to read the advisory at svn.php.net. The identification of this vulnerability is CVE-2010-3870 since 10/08/2010. The attack may be initiated remotely. No form of authentication is needed for a successful exploitation. It demands that the victim is doing some kind of user interaction. Technical details of the vulnerability are known, but there is no available exploit.

It is declared as proof-of-concept. The vulnerability scanner Nessus provides a plugin with the ID 50535 (Mandriva Linux Security Advisory : php (MDVSA-2010:224)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Mandriva Local Security Checks. The commercial vulnerability scanner Qualys is able to test this issue with plugin 155575 (Oracle Enterprise Linux Update for PHP (ELSA-2010-0919)).

Upgrading to version 5.1.0 eliminates this vulnerability.

The vulnerability is also documented in the vulnerability database at Tenable (50535). The entries 52401, 52210, 55430 and 54435 are pretty similar.
